How long does it take the "Server Zone Crash" error to clear

Right now I have six sectors, for some reason I cant build on any of my other three sectors???!!! I also cant even find deposits on those three...

ive noticed when i tear down say 3 buildings it might let me use 2 licences and 3 one is gone a refresh of the page has been giving it back its done...
