General Skill tree

Under the general's skill tree, the ability of 'Cleave', does it affect ONLY the elite soldiers in the barracks or, ALL of the troop types in the Elite Barracks, or both? Just trying to figure out what would make my generals more effective in the Arabian adventures. Thank you.
