Scout Building

wasn't there a scout building and some lab also for the anniversary event. it was on the test server.

Might be goal 2 for the next week if we finish goal 1.

Scouting post is a reward in the 2nd week of the event. The laboratory is Halloween event.

I asked in diary feedback.. no word yet on info for phase 2 at all. :(

If we EVER get to Phase II. Its not looking good
