I do not find a method of logging into the forum, without first starting Settlers Online.
There are times when I would like to browse the forums without having Settlers Online running. Most irksome!
How about a simple "log In here" tag at the top of the website?
You should be able to access the forum without having the game itself running, although if you are using browser access you will need to have logged into the webpage and have the cookie active in your browser.
After logging into the web page, you can select the forum from the left sided menu. You can also open it as a second tab, keeping the main page and forum page available. This is the method I use, as I do not run the game on this account, but do access the forum.
For those who access the game via Steam, you do have to have the steam client running. However you can still access the forum from there without loading the game.
