When my storehouse if full (say bronze swords as an example), the system still sees the materials to make that item as being used. For bronze swords, that would be coal and bronze. So if I check coal , for example, I may see a decline in inventory. If I stop production on bronze swords, my net use on coal rises - even though I was not making swords originally. Please check how you net out use of materials to see if there is a problem.
