The Consistent Cityscape quest is poorly designed. At level 30, when the quest became available to me, pinewood boards are not important to me. I have one pinewood sawmill limping along at level 1 producing boards for me that I generally convert into hardwood boards. I would much rather spend the building license building hardwood boards directly. Building two level three pinewood sawmills represents an extreme investment in terms of building licenses, marble, and hardwood. The rewards for completing the quest are nowhere near worth the costs required to complete the quest.
The quests should be better thought through and made more level appropriate. Changing the Consistent Cityscape quest to enhance my hardwood board production or to enhance my coke production would make quite a bit of sense.
