This may apply to other scenarios.
When you have multiple items to select, such as demolishing a house/tavern, you cannot pick a different item to buff. For example, if you have worms/rats/walls to demolish, you must do worms then rats then walls. In previous versions, you could select which one you picked first. This is critical in that there are only so many of each item and items can be used in multiple locations.

You must now click the building instead of the pop-up item to be buffed.
So to avoid a Failure of the Scenario you must now follow the order of items from Left to Right and select the correct buff for each item in that order...
You can select the item - poison, shovel, etc. and it will highlight the buildings that need it instead. So you do not need to do left to right.
