lvl 15 - 20 are rather slow, however they are perfect time to get your chains ratio just right, so when you reach the higher levels it might speed it up a bit.
The game is a lot like watching paint dry, a slow process but rewarding when you have your production chains humming along just right. Buffs and trades help a lot in your advancement. But I do agree a little tweaking with the speed between lvl 15 - 20 would be beneficial for both Ubi and the player (Player retention, enjoyment).

I would say the xps to level up, as well as the inordinate amount of time to process some materials (long bows, ponies, steel swords, etc.) and train troops. Certainly, the latter two are funnels to the gem shop, since even with L3 buildings (i.e., barracks) the time is slow and can only be sped up by using gems to rush the process.
It would not be surprising to begin seeing player attrition at L30+ due to the two aforementioned factors. It simply is not fun to contemplate more interminable troop and weapons grind, just to gain xps for leveling.
