Shows missing settler, but I have plenty

Hi, I upgraded my toolmaker while at zero settlers, used a +10 settlers from the star menu and it still shows that I am missing a settler when I click on the toolmaker in the pop up window, I don't believe it is producing tools, please help. Thanks.
