Farm shows no settler present

I have a farm (2nd row away from the mayors house, on the corner) that is showing me that it doesn't have a settler. It has showed this for a while now through multiple loggins, and I'm pretty sure through at least 1 browser close (I have firefox with private browsing). The farm does show that it has a travel time, and I haven't paused all my other production to see if it is producing. The farm doesn't have an exclamation mark that is shown when you don't have enough settlers. I know I can tear it down and rebuild it, which I have not tried yet, but I would prefer to have the issue resolved. Just for the record, I do have excess settlers, or at least have had them during the course of this issue.

Happened to me once before when I upgraded a (I think) Hardwood Mill before the settler got there. My only recourse was to tear it down and begin anew. Now I wait until the settler arrives before I upgrade. Lesson learned. I do wish they would fix the glitch, though.

I noticed this.. right before I upgraded my farm to level 4 :/

I removed the farm and replaced it because I didn't want to wait anymore, and the issue did not reappear. It may be interesting to note that I built a copper mine and then upped it when a settler was not yet placed, but during the upgrade, the settler was placed and all seems well with that mine.
