Completing a quest before its recieved makes you have to do it again.

I'm playing the tutorial and I keep getting messages saying that something new was given to me. (Ex. My explorer or a fish plate) Well, I use the fish plate and then I get the quest to use it and then I have to build another fish plate to complete the quest. I sent the explorer on a 10 minute long journay to explore the area and then I got the quest to explore the area. There should be a counter implemented to see if the player has ever used that feature before. If so, then the quest should say its completed and move you along even if you complete the quest before you get it. This way people don't spend more resources just to move the game along and waste time doing things twice.

UPDATE: OK, it looks like the explorer thing worked out without having to re-explore. The fish thing made me wonder if I had to wait for the buff to wear off or not to complete it, so yes there is a bug if you use the fish plate before you get the quest.
