I hade a few wheetfields go down ( became empty) and when i deleted them i never got a lincess back. I then added 2 and it took two more lincesses away.

Wheatfields do not cost licenses. Did you have anything else in the building queue at the time?

Count the number of buildings you have and compare that to the number of licenses you have used, if the numbers do not match contact support.
