Dont know if its a bug or a Con but
i've been destroying buildings and moving them around
and notice i've been coming up short on building licences.
i destroyed 3 buildings to make another 3 buildings
and was only able to build 2 from 3 building licences.
first noticed it when my copper mine didnt give me my building licence back
when it depleted.

If you are building another building at the same time, wait till is complete they will show up..
