Now that I have learned how to play the game, Can I quit my current island and start over without violating the rules?

Apparently you can contact customer support and have them delete your account, then you can create a new one. However there is simply no mistake or series of mistakes that could make this be advantageous. Just tear down what buildings you would like to move and re-build them. No matter how far behind you think you are starting over is farther back.
