In Settlers 7, a church allows you to create 3 types of religious figures (novice, brother, father) who, oddly enough, research technology. You can also send them to sectors you own to increase the defense of the units there, and they can be sent to neutral sectors to proselytize them (convert them). I think a CEO adaptation could work. Make religious units at the cost of beer and bread (and/or gold coin?). Have them be sent to your garrison to bolster troops which reduces losses in battle. Or you could give them a conversion chance on attack. Chance to convert bandits into recruits when attacking a camp.
