Cant Start new buildings!

I just cant start new buildings.

at lvl18 now. got more 17 buildings licences.

i cant destroy old buildings, upgrade then, move garrison, etc... everything works, just cant start new buildings.

When click to start new building one of the following happens.
1. the build are placed, but doenst show in queue, then disapear;
2. the build are placed, show in queue then disapear;
3. the build are placed, show in queue, the builder run to site and start to build and at about 3~5% it disapear.

i dont lose any resource or building licence, but its unplayable since i cant mine new ores.

refresh, relog, and restart browser didn't worked. playing on Google Chrome 17.0.963.79m

Any suggestion?
