Are you new to this type of game? Because that's valid guild behavior. I'll grant you, it's rather premature, considering that there's no formal timeline for pvp to even begin, let alone what it will exactly mean, or how it will work.
But if guild A expects to be at war with guild B, you'd be rather stupid to keep someone in your guild who knowingly fraternizes with someone from that rival guild. Guild chat can/will be used to discuss strategy. Why would you want that shared with someone who'll likely share it with his/her friend in the very guild you're trying to destroy?
Think it though - it's a socio-economic game today with some war elements for leveling up. Once pvp starts, that's very likely to shift to a war-based game with economic elements.
