Pragmatic's idea is solid - it's how a lot of games handle it. Really, what's BB's goal with respect to chat windows anyway? Are they trying to provide a forum for anyone from anywhere to talk about anything? Or are they trying to produce a free-to-pay game that encourages people to play, and spend $ on game-items to generate revenue?
I would never let my children play this game simply because Global is filled with people who use their anonymity to "say" things that they'd probably never say in a public setting where people could attribute the comments to them directly.
I like the idea of removing the no-cost element from public chat. Evony doesn't provide a free public forum, though you could often win the "speakers" that allowed you to talk in their version of Global. They made them almost too easy to win, really, in my opinion, so I didn't spend a lot of time in their global chat as the ratio of trolls to useful people was still whacked. But on the server I played, I never saw anything like what you'll see in here on a daily basis, and I played Evony for over a year.
I really dislike the moderator approach, as the forum would quickly fill up with whiners complaining about their ban, significantly reducing its value. Take away the freedom to spew whatever vile, hate-filled thought that enters someone's head. At least make it cost them something to spew it. Won't solve the problem, but it will significantly reduce it.
