I think a good gem item would be a healing potion to use on a garrison to let that general recover instantly.
This item would be wayyyyy less game-breaking than some of the other economy boosting gem items I have seen.
It would be a good buy for some people wanting to finish an adventure before they have to leave somewhere or go to bed.
