If I plant more than one wheat field, only the first field produces wheat. The others are in queue - Thus it is impossible to supply a mill and a brewery with enough wheat for constant production.
Can I enable more than one wheat field to operate simultaneously?

It's not the wheat fields that produce wheat. It's the farm. So if you more wheat produced, you have to build more farms. Then farms harvest the wheat fields to produce the wheat.
You must build more farms to support all your bakers / brewers / horse stables. The farms will pull from the nearest wheat field till there is none left. Then pull from the next closest. Check the link for your production chain ratio's you need for each.
