If a language gap is too severe to communicate with someone then you could always put them on ignore. They may not speak the same language as you but this does not dismiss their right to speak. Let them freely communicate with those who understand them. If you find this simple solution to be unreasonable than the problem is you, not them.

While that would certainly be ideal it isn't possible the servers host regions not simply language speakers. You would have to set up hundreds of servers just for North America alone. Unless your funding this billions of dollars project you are going to have to learn to live with the fact that other people speak other languages.
