How to get Building Licenses

Hello I'm at level 19. can any body tell me how to get more building licenses...

clear out a sector, the zone leader should give 10
level 32 gives 10 more
buy from the gem shop.

You can also get 5 more licenses from soccer event coming next month, by trading in soccer balls for them :)
