Can't buils in new sectors

I am fairly new to this game but have several sectors in which i can build. However that is not happening and I don't know why I can't build in my new sectors. I have three and 2 of them I am able to build in but the third one i can't. can someone please tell me what is going on with that?

Also, is there ever going to be a command button that will let us rotate and/or move our buildings where ever we want them? It would really help out quite a bit in the game to be able to organize all your buildings if you are able to move and rotate them

After clearing a sector of its bandits, you have to build a storehouse in that sector before placing any other buildings.

If you read the Developer Diary, you'll be able to track progress on the Move option, which is slated for an up-coming release. You'll find it in the Developer forum.
