Unable to connect to the Chat server

Look guys this issue is getting old now. It has been occurring off and on for several months. I have the problem again today. I am able to login to the game and play but I can't use any of the chat tabs including trade, nor can I access any email or whispers. Please fix it or tell me how to avoid/get around it.

I have tried IE8 and 9, Chrome and Firefox, and I even tried logging in on a different network (diferent IP subnet,) all exhibit the exact same issue so it is not a browser issue but a game issue. Please resolve this.
