Guilds are how you make them. However, a standard expectation of joining a guild is that you'll have a buff partner(Somebody you buff and they buff you back throughout the day/daily) You'll want active, chatty members. To run a successful guild, meaning not just a sizable guild, you'd want to make it a requirement to be active and notify you if they intend to go in-active. So activity is another key to running a guild, to assure your slots are taken up by only active members, I'd ask all your members to notify them if a buff partner hasn't been on in a couple days without notice, because they'll know better than anyone if that person has been on. Furthermore, you're also looking at things to make your guild stand out, some guilds use lotterys, trivia, anything that gives somebody a chance to win something always has an appeal. Finally, running a guild doesn't take too much work, but the difference between just another guild, and a good guild, is all in the work put into it. The more work you put into it, the more you and the members will take out of it. Increased productivity, more resources, faster leveling, more island growth, reputation. To put it simply, be active with your guild, talk to them in guild chat, update the guild message once in a while, make it readable. Don't forget to send out guild mail to notify your guild of upcoming news or events in order to raise their moral.

6. Reputation (Set a good name for your guild and make sure your guild members do to)

Black_Diamond covered all the high points, it also helps if you keep your own chart of who is active and when they level up and sent out guild mail to congratulate them, 1-2 times a month.
those are all awesome guideline, but for my guild we allow the members to develop at their own pace and support them as they grow. Some members strive to raise their level while others strive to perfect their map or develop different chains. As a leader i allow them to pursue what it is that is most important to them and give advice or refer them to forums or to a player with that specific experience that i know. Most of my members are doing awesome :D
just keep the members happy with activites and games and make sure everyone is an active member and make it free
