Have you updated the trade office? The green arrow that looks like the reload on a web page reloads with current information. If the sale has been taken by someone, it will not show up until you hit the green arrow.

I've got the exact same problem, all the requirements are met, all the goods are there, all three bars are green and showing the full amount, yet the game refuses to take the quest as completed. This isn't the first time for that either. Multiple times I've had the same happen for other items, and then all of a sudden and for no reason I can see the game will accept it as completed. There seems to be one hell of a lot of glitches in this game. But I also don't quite understand Ceolfrith's point about updating the trade office, I went to mine and sure don't see anything that needs or can be updated.

Is it a waiting quest? If so, you can't complete it until it becomes current. If it's a current quest, try refreshing the browser.
