A Suspicious Person Quest will not unlock

I am on level 31 and have done all of the New Building Material quests except for the Suspicious Person quest - it says I need level 23-25 to unlock it, but it didn't appear until the last update and I was already on level 28. Is there anyway to unlock this side quest so I can finish the main one?

I am level 40 and i still cant unlock Suspicious Person quest, Please help.

anyone hear anything about a resolution to this?

I'm level 34 and it never unlocked. Wish they would fix it or delete the quest chain
