You never use up licences permanently. You get them back from exhausted/demolished mines, and you even get +10 from each sector you clear as well as another +10 from getting to level 30 or 32 or something like that. (been a while since I got that.)
On another note... I should point out that if you are active, and recieve the 45 gems per week, you can get 650 gems in 14.4 weeks.
There are also events and other things that can get you gems and you even get gems from reaching certain levels. (don't recall all the details)
Suffice it to say, I've been playing over a year and have 240 licences and have never bought any gems at all. (not that I don't want to... I just don't have a way to pay for anything online at the moment)
i think the ability would be a little over powered they would have to make it so expensive that a select few could even get him/her and he/she would have to be terribly slow like maybe 1 every two weeks as to not have people having more license. But I think it is very possible and they could make it where you can only get one and the one is only able to produce a max of 100 licenses then dies(or a lot less like around 50-60) if he makes 1 licenses per week and a max of 50 licenses u have a guruanteed year of play from one person
This is a game run by a company they need to pay the programers and so forth. I dont see it happening sorry your idea would result in loss of revenue.
