To produce 0 coal and bronze, you'd turn off you coal & bronze-producing buildings. You don't have to do it for 12 hours, essentially as soon as you stop producing the two items, the quest should complete. So turn off your coking plants and copper smelters. If you have a recycler, turn it off as well.
It's worded badly, it does not want you to produce 0 coal, it wants you to have coal production in the Economic Overview of at least 0. That means you need to produce more coal than you use. So, produce 1000 coal, use 1001 and you have -1, not ok. Produce 1000 coal and use 999 and you have +1 which is more than 0 and the quest should complete.
