My problem is the quest "Buff your Barracks". I happened to buff my barracks once before I got the quest to buff it and now I can't finish the quest. I have tried to buff it once more but without result.

they probably have it set to look for the mr meyers buff they provide.
that's a halloween item
send in a ticket, they ought to be able to provide another of the right buff
Or you can buy the improved drill plan with gems from the store
