I think since this game is called Settlers it should have one thing the settlers often came up against. Raids from the Natives! From time to time there should be Native raids where they come riding or running across your island. If you have troops in a garrison then your General will automatically chase after them. If he catches them then you get a reward of weapons or ponies or such. If you do not catch them then the Natives get away with some of your weapons or horses or food. Just an idea.
