How do you activate the "Light Reading" quest?

I have the "A Good Book" quest active. It has 2 sub-quests to build an Intermediate Papermill and a Lettersmith.
These are Advanced Buildings that produce the Level 2 Science resources for a Tome.
Shouldn't I start with Level 1 Science Manuscript and build a Simple Papermill and a Finesmith first?

There is a "Light Reading" quest that is listed right above the "A Good Book" quest. I can only guess that that's the Level 1 Science quests, but all of its subquests are locked. How do I unlock it? Does anyone know what triggers this quest?
