TL;DR: You can do it but they won't count towards phase 2 results.

Happy balloon hunting!
I may have missed something I've not read all the post but does anyone have any idea how many balloon need to be sent in per server, also read some where this was based on all the positive feed back from the end of the world just wondering were they got that from I remembering everyone hating it
So what happens to those who were making balloons in prov house when hits 100% and can no longer be donated? If as it sounds like you're saying that ANY balloons made during phase 1 will not be counted/eligible for phase 2, does that mean all those balloons just go in the trash? Makes me little wary to make more once we get closer to 100% and just save the resources to make after phase 2 starts. I really think that is the clarification we'd all like. What we'd like to hear is "yes balloons made and saved (not donated) during phase 1 can be used for phase 2"
I believe all balloons prior to phase 2 will have an internal server value of 0. Even though they're in your star menu it has no value. Which will be hard to tell apart from balloons made after phase 1.
You can put them in the mayors but they just have an internal value of 0 and thus not counted. it will appear they got counted when u donate but you don't know that because the event list update is going to update not counting them.
I believe that is what is going on.
It all sounds/seems so convoluted and complicated. One would think the point the event is to make balloons. We are making balloons. So why not just make all balloons produced count? Its not like the balloons in phase 1 cost no resources to make. We are using up our resources in phase 1 just like will need to in phase 2. This is what bothers and confuses me. Its like they are saying "great work producing all those balloons. But they don't count for the real event that starts now and you have to begin again with depleted resources bc you used them all on phase 1 when the balloons didn't really count for the main event."
I would like to thank everyone for their feedback on this worldwide event. This allows me to bring your questions and concerns to Blue Byte so we can continue to improve events now and in the future.
I think it is unfair that since there was no way to know when we would hit 100%, we are now losing all of the resources we have used to make balloons in the first phase. Some of us have thousands of balloons that were cooking over night only to wake up and find out they are worthless. That should have been an advantage to making 100% faster! Just voicing the frustrating many of us are feeling.
