I've been having a similar issue; I've made goodness knows how many traveler families and applied them to the mayor's house, and they don't get applied to the quest. If you come up with a solution, please let me know!
I'm also having this issue, the quest won't recognize any of the families I've placed on the mayor's house.
You may be producing the wrong kind of settlers.
There are 3 types: wayfaring settlers, settler families, retired bandits.
You must use the type the quest specifies for the produced settlers to count.
Most of the quests I've been getting ask for 25 retired bandits, but recently I got one that wanted a fewer number of setters.
The wayfaring setter type is the one that worked.
If the quest said "families", it still wouldn't be the 1st time they had a bug in the quest where a different kind works.
Try the others.
I also have this problem where they aren't counting towards it. I've tried the first two but not the retired bandits.
I've tried all combinations and amounts and it does not apply either... definitely bugged and need a fix
i sent to in game support a screen shot - who knows if it will go anywhere.. annoying glitch :)

It might be because the Provision House adds 5 Settlers and not a Traveler Family to the Star Menu

I am having the same problem.....and I am using the travelers family as requested by the quest :(
it can also be the one that requires you to buy the traveling family from the merchant with gems. if the reward for completing the quest is gems then it's going to be that. if not send in a ticket to support and they should get to it in a few days
Why should we need to send a ticket?.. This is a bug report so it should be monitored?????
While these threads are monitored, sending in a ticket lets the support team know that you personally are experiencing an issue. Not every issue affects every player. Just realized the cause of this bug, from reading a different thread. Retired Bandits, Wayfaring Settler, and Traveler Family used to appear by that name in the Star menu when produced. They now show up in Star as generic "Settlers". The quest doesn't complete when they are added to mayor house, since you're not adding "Traveler Family", you're adding "Settlers".
Already sent in a report ticket, but just chipping in that I also have this quest bugged.
