Raffle numbers will be drawn using RANDOM.org website. RANDOM.ORG is a true random number service that generates randomness via atmospheric noise. Since every generated series will be different but we want the results to be verifiable, we will generate the numbers using a seed. RANDOM offers 2 options - one is using a Date, and using a string. For the purpose of this raffle we will use both:
a) first we will use a date (we will use tomorrow date, this will assure we don't know what is the generated sequence at this time when I made this decision) and we will assign random ticket numbers to each donor
b) we will use the total number of balloons donated as a seed for generating the list of winners.
How this work ? Lets assume we have 3 players A, B, C which donated balloons
A - 160,253
B - 101,200
C - 73,600
First we calculate the number of entries (tickets) for each player, 1 ticket for every 25k donated) - therefore
A - 6 tickets
B - 4 tickets
C - 2 tickets
Total = 12 tickets and we will from this series: A A A A A A B B B B C C
Next - we assign random ticket numbers from 1 to 12

Smallest value = 1
Largest value = 12
Since we cannot use 2013-07-24 as a seed , we will use today date as an example (2013-07-23)
Numbers generated are: 11 10 7 6 8 5 1 12 9 3 2 4
We will assign first 6 to A, next 4 to B, last 2 to player C
A - 11
A - 10
A - 7
A - 6
A - 8
A - 5
B - 1
B - 12
B - 9
B - 3
C - 2
C - 4
Next step - generate the winning numbers and we will use as seed the total balloons donated : 335053
Again we will generate a series of 12 numbers, but only first - lets say 5 - will be winners
Smallest value = 1
Largest value = 12
Use pregenerated randomization based on persistent identifier: 335053
We generate the numbers and keep only first 5
7 8 4 10 5
Therefore:
1st prize - number 7 - goes to player A
2nd prize - number 8 - goes to player A
3rd prize - number 4 - goes to player C
mention - number 10 - goes to player A
mention - number 5 - goes to number A
As you see, one lucky player won multiple prizes and the fact that he donated more balloons increased his winning chances quite a bit.
