Max Building count reached

Hi all

I cannot build a provision house cause it says I reached the "Max Building count" but I have 43 out of 75 building licences left. WHat I am doing wrong? Thanks to all who respond.

You can only have one provision house.

Provision house, Trade office, Barracks, tavern, and bookbinder you can only have one of.
