the quest join the army

i am level 32 or 33 player and i have a quest in my log that i am eligible for but am not able to complete. the requirements for join the army are being level 15 and having completed all tasks previous to that for the thread of quests and i have completed all things and have been past lvl 15 for months but the quest will not unlock so i can complete it. what can i do to fix this? i have spent alot of time on this and do not want to loose my profile over a little bug. if there is a way to fix, awesome if not then i will continue to ignore. thank y0u jimjonez
