This is not a bug or glitch. This is a mechanics of the game that allows lower ratio of foresters to cutters because of how the mechanics is design. Stop calling it a bug, it isn't. It was design like this to allow 3:2 ratio instead of 1:1 like farm/silos. You guys suddenly start calling this a bug when it isn't.
Does this mechanics allow a little exploit? Yes. But it is not a bug. Rather a design flaw. Exequiel ratio would work if you had large tree deposits that could accumulate 3-4 cutters going in 1 deposit and 3-4 foresters working on same deposit as well. All your ratio calculations doesn't take under considerations the fact that in real life (not on paper) with small tree deposits (5 -25) as the game has now, the whole new mechanics went down the drain on test.
With 5 tree deposit we saw what happened. Lev5 cutter went to get logs and the 2nd cutter who arrived at the same spot later went back with... nothing. In reality you had 2-3 cutters getting wood and 10-12 others wondering from spot to spot getting - nada, zero, zilch. The new mechanics didn't work because of tree deposits being way to small to accommodate more than 1 cutter. In reality you would end up positioning 1 cutter and 2 foresters near 1 tree deposits just to make the cycle uninterrupted. You can count that ratio easy.
Some calculation looks very good on paper, but suck badly in real game test - we all saw what happened on test with the new mechanics implemented.
In short, it will take lots of more changes to make it work than some of you guys think by calculating ratios. If you would look for 15 min and observe on test the cutters behavior for 2-3 cycles you would clearly understand the challenges that this new mechanics brought into game to make it workable. The Devs saw it and let it go, they know better than anyone how many changes have to be done to the game itself to flip this right.
