help! too low level to build residences or barracks. at max 50 population and now game says add 10 illegal immigrants and no place to put them. already upgraded mayors house and storehouse to no avail. so stuck forever on new settlers quest and level 12. is it me? or a bug?

thanks for the suggestion wimpy, but tried official guide. said residences available to build at level 8 or 9. my building work bar says have to be level 16. guide also says barracks at level 12, i'm there. building tab says have to be level 16! i'm befuddled. have tried searching forum by various trems. no reference to "new settlers quest" or its relatives. befuddled
