It's not so much that a reward is needed or that anyone is being greedy as it is the inaccurate and misleading text in the graphic. It's just a copy of what all the quest book quests say and as long as it stays this conversation will keep reappearing. After a time or two we file it under 'strange things TSO says but doesn't mean' and ignore it but it is still determined to say
Reward which gets people thinking.
Having the counter is helpful but fixing the text would make more sense than having to explain over and over why it's wrong, much like the dratted pop-up that insists you need to upgrade storage to make room for more settlers.
