I figured I would bump my thread here as I have been complaining about this a long time now. Of course the fix recently pushed to fix this has made things infinitely worse. I now I am pumping out 1000's of recruits above my population cap.

<ps: no, I am not bothering to clear cookies and cache and of course I know the fix will be the same as it was last time I emailed you guys ... build more housing or run adventures till my pop is in balance again <sigh>>

You know .... here is an idea .... which BB will laugh out of the water
1) create another test server based on an actual production server.
2) copy the game DATA from the live server to this test server
3) let the people of the server you are copying from know that their server is selected for testing, this test server would be a close mirror to the live server (depending on when the copy was done)
4) BB can apply fixes to the copy/test server
5) see what happens BEFORE applying the patches to the LIVE servers
you can wipe this test server clean anytime you want and it would be much more useful then the test server is as this 2nd test server would hold things as already built by the players instead of having to go thru making a new setup on the TSO test server.

after the 'maintainance" i am seeing my troop, unemployed and workers add up to my max pop... BUT my troop count is way off -- i have 6465 troops - but it says i have 2831....

Same. Pop maxed. Many many unemployed. Troop count still way off, about half still. Killing troops gets me back below max, but the troop count is still wonky. Perhaps killing more will work eventually.
