No idea how long this has been happening. When you mouseover the guild house on your own island, it shows that it is Level 2. When a visitor mouses over it, it shows Level 1.

I've seen this for quite a while, though it's not always true; mine is always level 1 for me, though one of my guildies who has 2 guild houses (she likes symmetry) gets one at level 2 with a different graphic and everything (but I cannot see it when I visit her).
