We are aware of this issue and are working on a fix. Lawndart - finding the soccer ball collectibles on the map will free up a building license, as you noted.

Thanks for the explanation, I had been wondering why the number of my licenses kept going up and down even though I hadn't built anything lately.
So will we get back the licenses we lost when we can't find the balls in time?
The license loss from soccer ball collectibles appears to have been resolved; the soccer balls no longer require building licenses and the counts should be normal.
Not true. The soccer balls are still taking up licenses and the licenses are not returned when you collect the soccer balls. It takes the game a long time to catch up and return the licenses. By then more soccer balls have appeared. Been short 10 licences for about 2 days now.
