well this is probably what has been running on the new super secret test server
my guess its a first experiment of pvp, hence why all the changes in the troops, someone from BB said that the troops attributes had to be changed in order to implement pvp so....makes sense

It is a garden party to celebrate our third anniversary! I hope we all attend, make new friends, and have a day of good cheer. PvP ug I hope not. Will rune trade (why would you give some one stuff to kill you with). All the "feinds" I have made will now be the bad guys wow that is a good idea.

For the people worrying about PvP, Wimpy is probably right. In the off chance he is wrong, they have said that PvP would be voluntary. Then again, based on the initial new balance, the adventures might all be so hard that PvP may end up being necessary for most people. Either way, they've always said that it won't affect your home island.
maybe they are doing the "new balance" to make PvP play more viable? And some people just can't see the forest?
