I'm going to assume these 2 buildings go together somehow. I have no idea how though.

Unless there are some new buffs planned. Say a buff to improve your provision houses or expedition building buffs (or maybe a 6hr x4 buff?) We could use more of these.
Maybe there's finally gonna be a new island available for the 50+ club, and the second one is a sail maker? (wishful thinking for way into the future)
