Where is the Shortcuts window located for this quest?
The wording is bad in the instructions for this. In the game, there is a small gear icon underneath your avatar. Click on that and then select Archive. This is the archive of all the help windows that you've opened, and they're all accessible at any time. You'll see a whole list of help topic names on the left side of the new window that popped up, and Shortcuts is one of those options.
You can get faster help by asking the question in Help chat, located at the bottom-left of the game screen.
