Agreed on both options.
1) Move to top (or second in queue)
2) Cancel/Clear Queue
And, here's a 3rd option
3) Drag-n-Drop the order (with also the possibility of resizing the window to make it easier to drag/drop)
or
3a) Have a numbered list with a text box with the number in it, and by replacing that number with a different number in the queue, puts it in that slot and moves everything else down 1.
Example:
In the PH, we have 5 batches of 25 of Aunt Irmas. That would normally take about 20hrs to complete (depending on PH lvl). Also, we have a few batches of Stone->Marble, and maybe other stuff queued up. So, we have a total of, lets say, 20 items queued up.
We get a quest to make 25 Retired Bandits. The Bandits will drop into slot 21.
But if we had a changeable slot number, we could change the 21 to 2, and the Bandits jump to the top of the list.
Or, we are on an adventure and need to build several things to complete it; we change the number to 2, 3, 4 or what not.
Just some elaborate list of something simple :p

+1 for the ability to drag-drop things in barracks, provision houses, and one day hopefully the bookbinder *hint hint*
The ability to clear all too or move what's on the bottom to be next in line at the top
