Is the deposit you are trying to add it to a wheat field?
yes
Some wheat from star is to put in the Mayor's House storage.
Others are for filling wheat fields. Make sure you picked the right kind.

Where does one obtain the wheat to complete this quest? I don't have any wheat in my star menu. I got wheat from the slot game but it was to be put into the mayor's house.
You can make wheat deposits in the Mayors House; right-most tab

On test, they changed that quest so that it no longer asks you to create a wheat deposit, it just says add 1 to a wheat field. I am too high level to do that quest again here to check but it sounds like they did that on live as well. That means you were never asked to create one so you not only don't have one to add but never learned to make it either. As Map42 said, go to mayor's house -> collections tab and make a country saying. That will become the wheat depo in your star menu that you can use to complete the quest.
