My Letter with no sender quest seems to be broken.
It needs a population capacity of at least 1000 (I have 1130 and have completed that part of the quest)
It says that I need to 'Open the mail window" I have done that multiple times via various methods but it seems to be stuck and wont complete that part.https://ibb.co/nkL0bK
