Yep, from the timer to timezones to things that can't be done in 24 hours. It came up in testing and in a lot of live world feedback to the Sneak Peek, as the first six pages of this thread show.

Unless your timezone/computer settings happen to be the same as the game's setting the timer currently means nothing, it's independent of the actual quest resets.
Posts on the French and Euro English forums suggest sending another general to attack that camp, and retreating him before he gets there. This has kickstarted the stuck battle for a number of people.
RNGs are indeed evil but I can't honestly say I've ever had a run of [whatever] resource that didn't balance out with the other options in the end.
However the bold bit here is a bit of an eyebrow...
